Abstract

One of the common problems experienced by countries that have passed through modernisation process since the late 19th century is the phenomenon of bureaucratic elitisn. This concept indicates the fact that public officials see themselves as a class which is separate from and superior to the rest of the society and feel, think and move with such a class consciousness. Various studies have been conducted about bureaucratic elitism in Turkey since 1945s; one of the findings common in all these studies is that tendency for bureucratic elitism exists at an essential level among members of the bureaucracy. However, there is a perception that in the recent years this phenomenon is losing its explanatory power. In this paper the authors are trying to determine at what level bureaucratic elitism phenomenon exists both in the capital and in the periphery, and to see whether such a change is being experienced.
