Abstract

Iraq invaded Kuwait in 1990. Thereupon, Iraq was intervened by the United Nations and expelled from the Kuwait territory. Following this period, Iraq was started to be overseen by the UN. In 2003, Iraq was invaded by the the United States on the grounds of not adhering to the resolutions of the United Nations Security Council, promoting terrorism and producing Weapons Of Mass Destruction. Known as the Second Gulf War (2003), it was the war when the United States of America, lost its prestige and disregarded the UN and it was the war the legitimacy of which is controversial. After American intervention, Iraq’s infrastructure, economy, social structure and the state structure of Iraq collapsed. The reconstruction which was started under these circumstances in Iraq has been keeping on 2012. State-building process of the state involve a series of social, political and economic structuring phases. Within this period, security vulnerability arose in the region and the region has turned into a activity area of terrorist organizations. Iraq and Turkey have similar historical, social, geographical and strategic connections. The latter Turkey, has been affected economically, socially and politically by the on going changes in Iraq. Particularly, the attacks of PKK terrorist organization based in rural northern Iraq have become a severe security problem for Turkey.
