Abstract

Accepted as democracy schools, local governments are the primary institutions citizens appeal for public service, and they are more predisposed to people’s involvement to administration than central government. Particularly in city life interactions with the citizens effect the municipality’s political decisions. At the end of the local government reform that started 2004 and seem to be not completed today, as the local governments’ effect increases on public administration, municipalities also come out as the primary units among local governments. Mayor elected by public vote is the strongest organ at the municipalities administered by presidential system. Mayors have the power and authority that influence public service with both political and managerial decisions directly and because of this, their qualities like education, professional growth, age and gender are very effective on the administration. Political parties, jobs, educations and ages of province and metropolitan municipalities mayors selected at 1989, 1994, 1999, 2004 and 2009 elections are analysed on this local authority’s social profile study. Considering the relationships between local politics and national politics, representation of wage earners, youth, and women in local government elections are disputed as a result. As an evaluation of the study, proposals on political parties’ mayor candidate establishment are developed before the local governments elections.
