Abstract

Once Ottoman state officials realized that system doesn’t function as in the past, they took some measures. The first reforms started in the army. Using education as a tool to render these reforms permanent was inevitable. Therefore, Officer Schools were started to be open and new teachers who will be employed, know new systems and were aware of the developments in the West were needed. A permanent solution was started to be look for taking into account the fact that those teachers who will be invited from abroad will leave the country after a while. In order to raise teachers who live in Ottoman Empire and will serve permanently in Ottoman Empire, it was decided that students were sent to Europe. These students were supposed to follow new developments and transfer their gainings which were acquired through the education to their own country. However, it couldn’t be realized easily. Since there were still back warded minds against reforms among state officials, it was the first problem confronted. It took a little time to accomplish this idea since some people in Sublime Porte (Bâb-ı Âli) resisted.
