Abstract

Before entering the last war, the Ottoman State was defeated at the Tripoli and Balkan wars. before the last war, Enver Pasha, who became the Minister of War tried to modernize the army from one side, on the other side he provide troops for the needed the army. For this reason, the reorganization of the army and the inadequacy of the 1909 Law of Obstetrics were observed and a law on the receipt of a new soldier was prepared according to the necessity. According to temporary military Law, which was accepted on 12 May 1914 and remained in force until 1927, all Ottoman citizens were obliged to perform their national duties without discrimination of religion and nationality. In this direction, from the beginning of the war until the end of 1915, approximately two and a half million people will be taken into military service. The objective of this study is to try to reveal the problems of military enlisting and how this has affected the subsequent developments. One of the negativeness is given a bribe in order to get rid of military service.While a parts of bribes were given not to be enlisted ,the other parts of bribes were given in order to be released soldiers. Those who were established to take and give bribes were punished. One of the negativeness is to be finished the draw until the War of the Independence years. When the year became 1917,the 1919 and 1920 draws had been finished. This situation is very important in the way of revealing once more again which conditions of the War of Independence had been happened. BOA archive documents and together with memories, by using the news of term and secondhand resources , the Ottoman State's will try to evaluate the enlistments and living troubles during the First World War.
