Abstract
Avrasya tarih boyunca kültürlerin ve uygarlıkların beşiği olmuştur. Bu nedenle de tarihin her döneminde bu topraklar hâkimiyet mücadelelerinde sahne olarak kullanılmış ve dünyayı etkileyen önemli kırılma noktaları yaratmıştır. Avrasya’nın merkezini oluşturan Orta Asya, hem Türklerin ata yurdu olması, hem Rus asimilasyonlarına uğraması ve hem de SSCB sonrasında güç mücadelelerine sahne olması nedeniyle Türkiye için çok önem taşımaktadır. SSCB sonrasında başlayan mücadele çok yönlüdür. İçinde kültürel, ekonomik, enerji ve siyasi çıkarların ön plana çıktığı ve her türlü gelişmenin Türkiye’yi direkt olarak etkilediği oluşumlar mevcuttur. Türkiye’de özellikle tarihi bağları nedeniyle bu mücadelenin içinde başlangıçtan itibaren yer almaya çalışmaktadır. Avrasya ve özellikle Orta Asya coğrafyası bir güç dengesi mücadelesine tanık olmaya başladığında Türkiye’nin bölgedeki potansiyeli değerlendirmesi ve başlatacağı girişimleri ile kendini ortaya koyacak bir yeni döneme girecektir. Bu yeni dönemde Türkiye bölgede güç dengesi olma amaçlı varlık göstermek isteyecektir.
