Abstract

Osmanlı Devleti’nde III. Selim döneminde başlayan yenilik hareketleri II. Mahmut döneminde de devam ettirilmiş ve bu dönemde sadece askeri alanda değil idari alanda da önemli adımlar atılmıştır. Sultan II. Mahmut, 1826’da Yeniçeri Ocağı’nı kaldırdıktan sonra aynı yıl, vakıfların idaresini merkezileştirmek amacıyla Evkaf-ı Hümayun Nezareti’ni kurmuş, 28 Şubat 1828’de yaptığı bir düzenleme ile Hazine-i Amire ile Mansure Hazinesi’ni Umur-ı Maliye Nezareti adı ile birleştirmiştir. II. Mahmut döneminde idari alanda yapılan bu değişikliklerin yanında yerel yönetimler bağlamında da muhtarlık teşkilatının oluşturulduğu görülmektedir. II. Mahmut’un idari alanda yaptığı bu girişimlerin merkezi otoriteyi güçlendirmek amacını taşıdığı bilinmektedir. Muhtarlık teşkilatı da yine merkezi otoriteyi güçlendirmek amacıyla atılmış bir adım niteliğindedir. Zira böylece hem nüfus hareketliliği denetlenebilecek hem de taşrada yörenin ileri gelen kişileri olan ayanların etkinliği kısıtlanarak devlet kontrolü altına alınabilecekti. Muhtarlık teşkilâtı, ilk olarak 1829 yılında İstanbul’da doğum, ölüm, göç vs. nüfus hareketlerini kontrol altına almak ve güvenliği sağlamak amacıyla kurulmuştur. Ardından taşrada 1833 yılında ilk olarak Kastamonu’da oluşturulan muhtarlık, ayanlığın yerine ikame edilmiş ve diğer Anadolu kentlerinde de yaygınlaştırılmıştır. Bu çalışmada 1834 yılında Tokat’ta da kurulduğu görülen muhtarlık teşkilâtının buradaki yapılanması ve bu yılda Tokat’ın mahalle yapılanmasındaki değişiklikler Başbakanlık Osmanlı Arşivi’nde bulunan A. RSK. d. kataloğundaki 1669 numarada kayıtlı deftere dayalı olarak incelenecektir.

Abstract

In Ottoman State, the innovation movements which had begun at the tempore of III. Selim, were continued at the tempore of II. Mahmut and in this period the important steps were not only made in military but also in administrative area. After the Sultan II. Mahmut had eliminated the Janissary at 1826, he had also assembled the Evkaf-I Hümayun Ministry to centralize the control of foundations in the same year and in February 28, 1828 he conjoined the Treasury of Amire and Mansure Treasury with the name of Ministry of Umuru-ı Maliye with an arrangement. It can be seen that, in the tempore of II. Mahmut the Mukhtarship Organization had been established in terms of local authorities while the changes on administrative area. It is known that, these attempts in the administrative area were made with the aim to strengthen the central authority by II. Mahmut. The Mukhtarship organization can be taken into account as a step to strentghten the central authority. Because, by this steps, both the demography would be controlled and efficiency of Ayans who are the important people of the area in the provinces would be restranied and controlled by government. Autonomous Village Administration (Mukhtar) has first been established in Istanbul in the year 1829 for purposes of taking population movements such as births, deaths, migrations and similar matters under control and establishing security. Following Istanbul, in the year 1833, the first rural Mukhtar`s office was opened in Kastamonu to replace the governing provided by the notables and the use of this institution spread to other cities of Anatolia. In this article the organization of the Mukhtar`s Office in Tokat starting from its establishment in the year 1834, and the changes that took place in the organization of neighborhoods in Tokat during the same year will be examined in reference to the book registered under No. 1669 in A. RSK. D. Catalogue available in the Ottoman Archives of the Prime Ministry.
