Abstract

Türkiye’nin 20. asrın başlarında üst üste yaşamış olduğu felâketler ve toplumun sağlık meseleleri yüzünden ileri derecede azalmış olan nüfus meselesi, Cumhuriyet’in ilk yıllarında çok ciddî bir mesele olarak siyaset sahnesinde yer almış ve millî bir dâvâ olarak ele alınmıştır. Bu durumda, Türkiye’de azalan nüfusun hızlı bir biçimde arttırılması, devlet siyaseti olarak ön pılâna çıkmış; ancak bazı engellerle yüzünden beklendiği ölçüde başarılı olamamıştır. Bunun önündeki engellerden bir tanesi de genç Cumhuriyet’in karşı karşıya kaldığı sağlık meseleleridir. Dolayısıyla, ülkenin sağlık meseleleri, nüfus meselesi ile yakından ilgili olmuştur. Öyle görünüyor ki, Cumhuriyet’in ilk otuz senesinde önemli bir halk sağlığı ve nüfus siyaseti izlenmiştir. Bu bağlamda, Cumhuriyet hükümetleri, memleketi kavuran hastalıklardan birisi olan sıtmayı, yeni devletin var olabilmesine engel teşkil eden önemli meselelerden biri olarak görmüş ve bununla mücadele için büyük çaba harcamıştır. Bu çalışmada, toplumu derinden etkileyen hastalıklardan birisi olan sıtma ile yapılmış olan mücadele ve halka yönelik sağlık hizmetleri incelenmiştir. Bu amaçla, Cumhuriyet arşivi belgeleri, Atatürk’ün konuşmaları ve çeşitli araştırmalar gibi kaynaklara dayanılarak konumuz ele alınmıştır.

Abstract

Depletion of population due to the disasters in which Turkiye was involved at the commencement of the 20 th century and the health problems of the whole community, were considered as a vital political issue and tackled as number one national enterprise at the beginning of the Republic. In such a state, although speedy propagation of populace came forth as a state policy, due to certain handicaps it had not gained desired success. One of the obstacles was the health problems of the community, which the young Republic had to face. Therefore, the problem of deplated population was in closely linked with the health problem of the community. It seems that the Republic had undertaken the community health and the population problems very seriously during its first thirty years. In this context, the governments had considered malaria, which was raging through the country, as a vital threat to new state and had undertaken a serious struggle against with it. In this study, the aganinst with malaria, which was seriously affecting the whole nation, and the health services provided for the people are analyzed. For that purpose, the documents of the Republican archives, the speeches of Atatürk and various researches’ publications were used.
