SON MECLİS-İ MEBUSANIN SON ARIZA-İ CEVABİYYESİ’NİN HAZIRLIK AŞAMASINDAN TESPİTLER VE MESAJLAR

Abstract

Osmanlı Devleti’nde uzun mücadeleler sonrasında kabul edilen Meşruti Monarşi yönetim biçimi, yeni yasal düzenlemelerin yapılmasını kaçınılmaz kıldığı kadar, teşkil ettiği kurumlar yoluyla da yeni uygulamaların çekirdeğini oluşturmuştur. 19 Mart 1877 tarihinde faaliyete geçen ilk Osmanlı Meclis-i Mebusanının açılış konuşmasını devrin yöneticisi Sultan II. Abdülhamit yapmış, Ayan ve Mebusana hitabetle başlayan bu konuşmaya adı geçen meclisler de ayrı ayrı cevaplar hazırlayarak Padişaha takdim etmişlerdir. İlk Meclis-i Mebusanda başlayan bu uygulama 12 Ocak 1920 tarihinde açılışını gerçekleştiren son Osmanlı Meclis-i Mebusanında da aynen uygulanmıştır. Padişah Vahdettin’in Dâhiliye Nazırı Damat Şerif Paşa vasıtasıyla gerçekleştirdiği bu hitabette; savaşa girmenin yanlışlığı, savaşa karar verenlerin suçluluğu, ülkenin işgallere uğradığı, Yunan işgalinin millette bir direnme azmi oluşturduğu, sağduyulu davranılması, birlik içinde hareket edilmesi, bir milletin savaş kaybetmesinin kazanılmış haklardan mahrum kalmasına yol açmayacağı gibi konular üzerinde durulmuştur. Sultanın açılış hitabetine Meclis-i Mebusanın “Arıza-i Cevabiyye” olarak nitelenen cevabının hazırlanmasını üstlenecek komisyonun teşkili bir hayli zaman aldığı gibi “Arıza-i Cevabiyye”de kullanılacak üslup ve içerik konusu da işgal altında kalan bir ülkenin mebuslarının gündemini uzunca bir süre meşgul etmiştir. Hazırlık sürecinde bazı mebusların gösterdiği tepki siyasal, toplumsal, kültürel, ulusal boyutta değişen anlayışın önemli örneklerini yansıtmıştır. Bu çalışmada; sadece Meclis-i Mebusanın “Arıza-i Cevabiyye”yi hazırlama çalışmaları ele alınarak hangi konuda nasıl bir hassasiyet gösterildiği Meclis Tutanakları çerçevesinde irdelenerek toplumsal, siyasal, kültürel mesajların tespit edilmesi amaçlanmıştır.

Abstract

The constitutional monarchy regime which was adopted in the Ottoman Empire after long struggles, not only necessitated new legal regulations, but also formed the core of new applications via the institutions it constituted. Opening speech of the first Ottoman Parliament which was put into operation on March 19th, 1877 was made by Sultan Abdulhamit II, the ruler of the era and the speech which started by addressing to the Notables and the Parliament was also responded by the aforementioned parliaments individually. This application that started in the First Turkish Parliament also continued in the last Ottoman Parliament, which was opened on January 12th, 1920. This addressing which was made by Sultan Vahdettin via Damat Serif Pasha, the Minister of Internal Affairs, centered upon; wrongness of going into a war, guilt of those deciding to fight, occupation of the nation, resistance ambition caused by the Greek occupation in the nation, acting responsibly and in unity and fact that losing a war would not deprive of acquired rights. It took a long time to organize the committee that would prepare the response of the Turkish Parliament, called “Response Letter” to the sultan’s opening speech and the issue of manner and content to be used in the “Response Letter”also occupied the agenda of the representatives of a nation under occupation. Reactions by some representatives in the preparation phase reflected important examples of the understanding that changed in the political, social, cultural and national dimension. In this study; it was aimed to examine what kind of sensitivity was shown in the preparation studies of the “Response Letter” by the Turkish Parliament and on what issue, within the frame of Parliamentary Minutes and to determine social, political and cultural messages.
