Abstract

USA-Europe relations shaped in terms of political and economical conditions during the Second World War need to redefine under the changing circumstances after the Cold War. In this work, first of all it will try to state the foundation of 21st century foreign policy by investigating post-Cold War foreign policy priorities of USA. After that, it will endeavor to analyze the USA-Europe relations within the present time by putting forward foreign policy priorities reshaped on the grounds of facing with a pressure for reducing the defense expenses because of current economical problems in the second term of president Obama. After the Cold War, the result that relations is evolved to a tactical collaboration from a strategic partnership despite of still existence of very strong values on the both sides of Atlantic in the international system, which is evolving to a multipolar world order having a power balance, has been arrived. Main factor behind this fact is the reality that USA would move to Far Eastern Pacific region much more and Transatlantic relations would be postponed by reason of diminishing the possibility of a European centered world war as a result of changing global balances after the Cold War. While the beginning dissociation process of strategic benefits existing on the both sides of Atlantic after the Cold War can be observing, it can be evaluated as it does/will continue in a loosening up way due to the policies following during Obama era.
