LEGITIMIZATION OF SURVEILLANCE AND CONTROL THROUGH SECURITIZATION DISCOURSE OF CYBERSPACE: USA, EU AND TURKEY EXAMPLES

Abstract

Internet is designed for to facilitate communication rather than scurity of communication. This situtation has brought new problems for the nation states becuase of having a security concept in the traditional sense. Moreover in general the increasing comlexity of social organization and in particular threats arising from cyber space brings with new security threats. Issues related to the security of information and communication technologies bring together new risk and threat definitions about the security of cyberspace. These new risk and threat definitions has led to the construction of cyber securitization discourse. Cyber securitization discourse has become a tool at legitimizating surveillance and control practices. Within the scope of this study, legitimization of surveillance and control practices through securitization discourse are examined. In this context study is carried out by analysing US, EU and Turkey’s cyber security policy documents. Norman Fairclough’s critical discourse analysis is used as a research method. This method stresses the importance of a systematic analysis of both written and spoken language. And also allows us to adres historical and social context in a comprehensive manner. In this study US example is limited to the published policy documents of US Preseident Obama era. In this regard US Cyber Space Policy Review (2009), US International Cyber Space Strategy, Cybersecurity Strategy of the European Union: An Open, Safe and Secure Cyberspace (2013) and Turkey’s National Cyber Security Strategy and 2013-2014 Action Plan (2013) is analyzed.
