Abstract

Türkiye gibi 19. yüzyılın sonlarından itibaren modernleşme sürecinden geçmiş ülkelerin ortak problemlerinden biri bürokratik seçkincilik olgusudur. Bu kavram kamu görevlilerinin kendilerini halkın geri kalanından ayrı ve üstün bir grup olarak görmeleri ve böyle bir sınıf bilinci içinde hissetmeleri, düşünmeleri ve hareket etmelerini ifade eder. Türkiye’de bürokratik seçkincilik ile ilgili olarak 1945’lerden bugüne kadar çeşitli çalışmalar yapılmıştır; bu çalışmaların ortak bulgusu seçkincilik eğiliminin bürokrasi mensupları arasında önemli düzeyde mevcut olduğu yönündedir. Ancak son yıllarda bu olgunun zayıflamaya başladığı yönünde algılamalar vardır. Bu çalışmada günümüzde bürokratik seçkinlik eğiliminin gerek başkentte gerekse taşrada görev yapan kamu görevlileri arasında hangi düzeyde mevcut olduğu ve gerçekten böyle bir değişimin yaşanıp yaşanmadığı tespit edilmeye çalışılmaktadır.

Abstract

One of the common problems experienced by countries that have passed through modernisation process since the late 19th century is the phenomenon of bureaucratic elitisn. This concept indicates the fact that public officials see themselves as a class which is separate from and superior to the rest of the society and feel, think and move with such a class consciousness. Various studies have been conducted about bureaucratic elitism in Turkey since 1945s; one of the findings common in all these studies is that tendency for bureucratic elitism exists at an essential level among members of the bureaucracy. However, there is a perception that in the recent years this phenomenon is losing its explanatory power. In this paper the authors are trying to determine at what level bureaucratic elitism phenomenon exists both in the capital and in the periphery, and to see whether such a change is being experienced.
