Abstract
En genel geçer tanımı ile Turizm, dinlenmek, eğlenmek, görmek ve tanımak gibi amaçlarla yapılan geziler ve bir ülkeye veya bir bölgeye turist çekmek için alınan ekonomik, kültürel, teknik önlemlerin, yapılan çalışmaların tümüdür. Turistik gezi, insanların sadece bir yerden bir yere gitmesi değil kültürel, ekonomik ve toplumsal olarak da iletişim içinde olmalarıdır. Aynı zamanda turizm; ülkelerin ekonomileri içerisinde, bölgesel gelişmede, bölgeler arası gelişmişlik farkının azaltılmasında da önemli rol oynayan bir alandır. Türkiye turizmi uzun yıllardır Doğu ve Güneydoğu Anadolu Bölgeleri’nin içerdiği turizm potansiyelini kullanamamış ve bu nedenle bugüne kadar hak ettiği düzeye ulaşamamıştır. Bunun en önemli nedeni bölgede uzun yıllardır devam eden terör sorunudur. Her iki bölgemizde bu zaman zarfında atılan tüm iyi niyetli adımlara rağmen değim yerindeyse turizm açısından atıl kalmıştır. Ancak terör sorunun çözümü ile bu bölgenin zengin turizm potansiyeli açığa çıkarılabilir. Bu konuda siyasal, ekonomik, kültürel ve sosyal politikalara paralel bütüncül turizm politikalarına ihtiyaç vardır. Terör sorunun çözümü için son zamanlarda ciddi adımlar atılmaya başlanmış ve bu adımlar huzurlu bir coğrafya için büyük umutlar doğurmuştur. Bu çalışmanın amacı bu umuttan hareket ile terörden sonra Doğu ve Güneydoğu Anadolu Bölgeleri’nin turizm açısından gelişmesi ve turizm ile kalkınması için yapılabileceklere kendi çapında bir ışık tutmaktır. Umulur ki bu çalışma, Doğu ve Güneydoğu Anadolu bölgelerinde turizmin gelişmesine küçükte olsa bir katkı sağlar.

Abstract
Tourism with the generally accepted definition is all of the trips making with the purpose of relaxing, having fun, sightseeing and getting to know and all of the economic, cultural and technical measures and works to attract tourist to a country or a region. Sightseeing is not only going from somewhere to another place but it is also related to people should be in communication with each other as; cultural, economically and socially. At the same time, tourism is an area having an important role in the economies of countries, regional development and reducing the development gaps between regions. The tourism of Turkey could not use the tourism potential of Eastern and Southeastern Anatolia regions for long years and for that reason, it could not reach the level it deserves so far. The most important reason of that is the terror problem going on for long years. Although all of the well intentioned steps in both of our regions during that time,if I may so, they have remained dormant in terms of tourism. This region’s rich tourism potential can be revealed just only with the solution of terrorisim problem. Holistic tourism policies that are parallel to the political, economic, culturel and social policies are necessary for that matter. Serious steps have been started to take for the solution of terrorism problem recently and that has generated great hopes for a peaceful geography. The aim of this study is to throw light for development of Eastern and Southeastern Anatolia regions in term of tourism and to develop with tourism after terrorism due to that hope. It is hoped that study will contribute to the development of tourism in Eastern and Southeastern Anatolia regions even it is trivial.
