BÖLGESEL KALKINMADA DEĞİŞEN EĞİLİMLER: KATILIM ÖNCESİ MALİ YARDIM PROGRAMI VE BÖLGESEL REKABET EDEBİLİRLİK OPERASYONEL PROGRAMI

Abstract
1990’larla birlikte bölgesel kalkınmaya dair politikalar ve araçlarda önemli değişmeler gözlenmiştir. Devlet müdahalesinin şekli, sürece dahil olan aktörler ve planlar değişmiştir. 2000’li yıllarla birlikte ise “bölgesel kalkınma” kavramı yerine “bölgesel rekabet edebilirlik” kavramı kullanılmaya başlanmıştır. Bu çalışmada kavramsal farklılaşmanın kapitalist toplumsal işleyiş/oluş açısından değerlendirilmesi ve bu bağlamda Türkiye’de 2000’li yıllarda gerçekleştirilen plan ve programlardaki dönüşümün açıklanması hedeflenmektedir. İlk olarak sermaye birikiminin devamlılığı için bölgeler arası farklılığa ihtiyaç duyulduğu ileri sürülmüştür. Bölgesel kalkınmadan, bölgesel rekabet edebilirliğin arttırılması hedefine neden geçildiği açıklanmıştır. Bu süreçte devletin konumu ve işlevleri tartışılmıştır. Sermayenin uluslararasılaşması sürecinin etkileri tesbit edilmiştir. Avrupa Birliği’nin Türkiye’deki bölgesel kalkınma ve planlama sürecindeki etkileri ve dönüşüm süreci Katılım Öncesi Mali Yardım Aracı (IPA) ve Bölgesel Rekabet Edebilirlik Operasyonel Programı incelenerek ortaya koyulmaya çalışılmıştır.

Abstract
Significant changes in policies and tools about regional developmet were observed with 1990s. The form of state intervention, actors and plans involved in process changed. In case with by 2000s instead of “regional development” the concept of “regional competitiveness” has been come into use. In this study, it is aimed to evaluate the conceptional differentiation with regard to capitalist socail operation/existence and in this context explain the transformation of plans and programmes performed in 2000s in Turkey. At first, the need of the differences between regions for the continuation of capital accumulation were mooted. It was explained the reasons of why had been passed from regional development to the target of the increase regional competitiveness. The position of the state and functions were discussed in this process. And the effects of internationalization of capital’s process were determined. It was revealed the impacts of the European Union in regional development and planning process in Turkey being analyzed the transformation process Pre-Accession Assistance (IPA) and the Regional Competitiveness Operational Programme.
