Abstract

Japonya tarihsel olarak güçlü bir merkezileşme eğilimine sahip olan bir ülkedir, özellikle 1980 öncesi dönemlerde yerel yönetimlere yetki aktarımı ve yerel yönetimlerin özerkleşmeleri konuları gündeme gelmişse de, yerelleşme bağlamında somut adımların atılamadığı göze çarpmaktadır. 1980 yılı ve sonrası dönemde Japonya’da yerelleşme süreci yönünde önemli gelişmelerin ortaya çıktığı görülmektedir. Çalışma kapsamında Japonya’da yerelleşme eğilimi ve yerelleşme reform süreci dönemsel olarak incelenecektir. Yerelleşme reform süreci İkinci Dünya Savaşı öncesi dönem, İkinci Dünya Savaşı sonrası dönem, 1980-2000’e kadar olan yerelleşme dönemi ve 2000 sonrası yerelleşme dönemi temel alınarak ayrıntılı bir şekilde incelenecektir. İkincil olarak, çalışmada sözü edilen her bir dönemde yerelleşme reform süreci merkezi yönetim-yerel yönetim ilişkileri çerçevesinde yürürlüğe giren yasalar, yasa tasarıları, yerelleşme komiteleri, komisyonları, öne çıkan siyasal partiler ve parti liderleri kapsamında incelenecektir.

Abstract

Japan is a country that has a strong centralization trend, particularly in the pre-1980 period, while the issues of the transfer of authority and the autonomy of local governments came to the agenda; it is seen that concrete steps had not been taken on the basis of decentralization. It is seen that critical improvements came to the front side concerning the decentralization reform in the year of 1980 and afterwards. Within the context of the study, the decentralization trend and decentralization reform process will be examined periodically. The decentralization reform process will be searched in detail on the basis of the pre- Second World War period, post- Second World War period, 1980-2000 decentralization period, decentralization period after the 2000s. Secondly, the mentioned periods will be examined in terms of decentralization reform process within the framework of the relations between central and local governments with the enforced laws, law drafts, decentralization committees, councils, some of the prominent political parties, and party leaders.
