Abstract
Gelişen teknolojiyle birlikte küreselleşen ve dijitalleşen Dünya’da dinamikler değişmekte ve problemler artmaktadır. Bu problemlerden birisi, yaşamını devam ettirme kaygısıyla göç ederek temel ihtiyaçlardan olan barınma ihtiyacını karşılayamaz hale gelen insanlarla ilgilidir. Hem bu soruna bir çözüm bulmak hem de yerleşmelerin daha sürdürülebilir olmasını sağlamak için yeni bir yerleşim modeline ihtiyaç duyulmaktadır. Bu çerçevede bu çalışmada; değişen dinamikler ve sürdürülebilir kalkınmanın insan ve çevre ile doğrudan ilişkili bir kalkınma hareketi olduğu göz önüne alınarak, mekânsal çözümlerin yanı sıra altyapı, enerji, istihdam, sosyal ve kültürel unsurları ele alan esnek bir yerleşim modeli önerisi geliştirilmektedir. Bu kapsamda göç problemi ele alınmıştır. Bu model öne sürülürken Dünya’da yerleşim alanlarına yönelik politikalardan ve Türkiye Bilgi Toplumu Stratejisi Eylem Planı’nın akıllı kentlere yönelik içeriğinden destek alınmıştır. Kent kır kavramlarının iç içe geçtiği bir yaklaşım çerçevesinde göçmenlerin barınma, istihdam ve sosyal ihtiyaçlarını karşılayan bir yerleşim modeli ortaya konulması çalışmanın hedefleri arasındadır. Yaşanabilir yerleşmelerin elde edilebilmesi için mevcut sorunun anlaşılması ve yeni bir tanımlamayla çözüm önerisinin ortaya konulması gerekmektedir. Çalışma kapsamında öncelikli olarak barınma, korunma, beslenme, geçim sağlama gibi temel ihtiyaçlar sonrasında sosyal ihtiyaçlar ile ilgili yapılması gerekenler ortaya konulacak, konulan bu gereklilikler çerçevesinde ortaya çıkan modelin ardından hızlı şekilde üretilebilen, konforlu, ekonomik ve ekolojik yapı tasarım önerileri geliştirilecektir.

Abstract
Along with the improvements in technology, the dynamics change and problems increase in the globalizing and digitizing world. One of these problems is related with the people who are forced to migrate for their survival and fail to meet their sheltering needs. New settlement model is needed to find a soluition for this problem, as well as to provide more sustainable settlements. Within this context, considering the changing dynamics and the fact that sustainable development is a development movement directly related to human and the environment, a flexible settlement model porposal comprising not only spatial solutions but also infrastructure, energy, employment, social and cultural issues is presented in this study. In this regard, migration problem has been addressed. During the development of the proposal, global settlement policies and smart city context in the Turkey’s Information Society Strategy and Action Plan have been referred. Among the goals of this study is to develop a settlement model, which meets the sheltering, employment and social needs of the migrants, withing the framework where urban and rural terms are interwined. In order to create liveable settlements, the existing problem should be understood well and a solution proposal based on a new definition should be developed. Within the context this study, basic solutions regarding the fundemantal needs such as shelter, protection, food, livelihood followed by social needs will be presented in the first place. Then, in accordance with the proposed model based on the requirements, rapidly productable, comfortable, economical and ecological builging design proposals will be put forward.
