Abstract
İnsanlığın yaradılışından beri var olan, ancak bir bilim dalı olarak önemi yeni anlaşılmaya başlayan yönetim; "bir grup insanı belirlenmiş amaçlara doğru yöneltme, aralarında iş birliği ve koordinasyonu sağlama çabalarının bütününü içeren bir süreç” olarak ifade edilir. Strateji kavramı askeri terminolojiyle kullanılmaya başlanmış olsa da kavramın tarihini insan hayatının başlangıcına kadar götürmek mümkündür. İnsanın düşünerek veya düşünmeden, aldığı ve uyguladığı kararlar vardır. Bu noktada strateji; insanın düşünerek aldığı ve uyguladığı kararlar çerçevesinde kendi yerini bulabilmektedir. İçinde bulunduğumuz bilgi çağında işletmelere rekabet üstünlüğü sağlamada tek ayırt edici güç olan insan kaynağının stratejik önemi hiç bu kadar merkezi bir nokta da olmamıştır. Dinamik yapıda faaliyet gösteren kurumlar sürekliliklerini sağlamak ve sundukları hizmetlerde kaliteyi yakalamak için doğru ve kritik kararlar almak mecburiyetindedirler. Bu yüzden bir kurumun varlığını koruyabilmesi ve geleceğe taşıyabilmesi için stratejilerini zamanında geliştirebilmesine bağlıdır. Stratejik planlama olgusu da bir anlamda bu problemleri çözmenin bir aracı olarak ortaya çıkmıştır. Ayrıca strateji kavramının oluşabilmesi için stratejik düşüncenin de sistemin içinde yer alması gerekmektedir. Dolayısıyla bu makalede; kurumsal yönetimlerin geleceğinin şekillenmesinde stratejik planlama ve buna bağlı yönetim anlayışının özel ve kamu kurumlarında uygulanması gerekliliği üzerinde durulmuştur. Stratejik düşünme kabiliyetine değinilmiş ve sistem düşüncesi bağlamında stratejik kararların alıcıları ile stratejik düşünme arasındaki ilişki kurgulanmalı mıdır sorunsalına yanıt aranmıştır.

Therefore, it depends on the timely development of strategies for an institution to protect its existence and carry it to the future. In addition, in order for the concept of strategy to be formed, strategic thinking must also be included in the system. Therefore, in this article; In shaping the future of corporate governance, the necessity of applying strategic planning and related management approach in private and public institutions has been emphasized.
