Abstract

Türkiye’de Çocuk İşçiliği Sorunu geçmişten günümüze kadar olan güncelliğini korumaktadır. Türkiye’de Çocuk işçiliği istihdamının oranı hala yüksek seviyelerde olduğu görülmektedir. Bu çalışmada amaçlanan; hala yüksek olduğu görülen Çocuk İşçiliği istihdam oranını düşürmek ve bununla ilgili gerekli çalışmalar yapmaktır. Bu sorunun çözümü için, öncelikli olarak sorunun kaynağına inmek ve buna kalıcı çözümler bulmaktır. Çocuk istihdamı ülkemizde en fazla tarım, sanayi, hizmet sektörü ve diğer kayıt dışı alanlarda olduğu görülmektedir. Bu sorunun çözümü için kapsamlı bir araştırma ve mevcut bir plan programın varlığı gerekmektedir. Tüm bu plan, program ve diğer ek çalışmalar ise makalemizin içeriğinde yerini almaktadır. Bu plan, program ve çalışmalar belli bir kronolojik sıralamaya göre sıralanmaktadır. Türkiye’de şu an mevcut istatistikler, çocuk nüfusunun % 2,5 civarı hala Çocuk İşçiliği istihdamının olduğu görülmektedir.  Bu çocuk istihdamının rakamlara yansıyan boyutlarına bakıldığında, günümüz çağında azımsanmayacak rakamlar olduğu görülmektedir. Bu olumsuz tablonun değişmesi konusunda yapılacak çalışmaların başında, ilköğrenim çağındaki çocukların çalışmalarını önlemek ve buna uygun politikalar bulmak olacaktır. Bu doğrultuda yapılacak ilk iş; çocukların ailelerine ulaşmak, onlarla sağlıklı bir iletişim kurmak ve hatta onları mali açıdan destekleyecek çalışmalar yapmaktır. Ülkemizin genç bir nüfusa sahip olması, nüfus artış hızının hala yüksek oranda olması, bölgeler arası gelişmişlik düzey farklılıkları gibi durumlarının da etkisiyle,  hala çocuk işçiliği oranını aşağıya çekememiş,  hatta bu sayının daha çok artmasına sebep olmuştur.  Bölgeler arasındaki gelişmişlik düzeyinin giderilmesi ile birlikte yoksul olan ailelerin refah düzeylerin yükseltilmesi gibi çalışmalar, bu sorunun çözülmesi yolunda önemli mesafeler kat edecek ve bu da çalışmamıza ışık tutacak ve aynı zamanda bize referans olacaktır.

Abstract

The Problem of Child Labor in Turkey maintains its currency from past to present. It is seen that the rate of child labor employment in Turkey is still at high levels. The aim of this study; It is to reduce the rate of Child Labor employment, which is still high, and to carry out necessary studies regarding this. For the solution of this problem, it is primarily to go to the source of the problem and find permanent solutions to it. Child employment is mostly seen in agriculture, industry, service sector and other informal areas in our country. A comprehensive research and the existence of an existing plan program are required to solve this problem. All these plans, programs and other additional studies are included in the content of our article. These plans, programs and studies are listed in a certain chronological order. Current statistics in Turkey show that around 2.5% of the child population still employs Child Labor. Considering the dimensions of this child employment reflected in the figures, it is seen that there are substantial numbers in today's age. At the beginning of the work to be done to change this negative picture, it will be to prevent the children of primary school from working and to find appropriate policies. The first thing to be done in this direction; reaching the families of the children, establishing a healthy communication with them and even carrying out activities to support them financially. Due to the fact that our country has a young population, the population growth rate is still high, and the differences in the level of development between regions, it still has not been able to reduce the rate of child labor, and even caused this number to increase even more. Studies such as improving the level of development between regions and increasing the welfare level of poor families will go a long way in solving this problem, which will shed light on our work and will also be a reference for us.
