TBMM IX. YASAMA DÖNEMİ AMASYA VEKİLLERİNDEN HAMİT KORAY’IN PARLAMENTO FAALİYETLERİ VE MECLİS ÇALIŞMALARINA KATKISI (1950-1954)

Abstract
Bu çalışmada Türkiye Büyük Millet Meclisi (TBMM) IX. Dönem Amasya Milletvekillerinden Hamit Koray’ın parlamento faaliyetleri ve görev aldığı komisyonlardaki çalışmaları hakkında bilgi verilecektir. Bilindiği üzere Türkiye’de 14 Mayıs 1950 tarihinde genel seçimler yapılmış, seçimler sonucunda yeni kurulan Demokrat Parti (DP) iktidara gelmiştir. İktidar değişikliği Türkiye’de siyasette yeni bir dönemin başlangıcına vesile olmuştur. Söz konusu seçimde DP, Amasya’da 4 milletvekilinin tamamını kazanmıştır. Milletvekillerinden birisi Hamit Koray’dır. Hamit Koray, 27 Mayıs 1960 tarihine kadar Parlamentoda 3 dönem vekillik görevinde bulunmuştur. Milletvekilliğinin ilk dönemi olan IX. Dönemde (1950-1954), siyasette yeni yaklaşım ve anlayışın hâkim kılınmasına özen gösterilmesi nedeniyle meclis çalışmalarının oldukça yoğun geçtiği bir dönem olmuştur. Çok partili hayata geçişle birlikte yeni yasal düzenlemelerin yapılmasına ihtiyaç duyulan bu dönemde Milletvekili Hamit Koray, sahip olduğu bilgi, beceri ve farklı alanlardaki mesleki tecrübesi nedeniyle komisyonlarda görevlendirilmiştir. Başta Maliye komisyonu olmak üzere, Geçici, Karma, Ticaret, Gümrük ve Tekel komisyonlarında aktif görev almıştır. Komisyonlara gelen konuların görüşülmesi, kararların alınması ve yasaların çıkarılmasında önemli katkılar sunmuştur.
Dönemin özelliği dolayısı ile söz konusu milletvekilinin çok farklı komisyonlarda yer alması ve parlamentoda özveri ile çalışması dikkate değer bulunmuştur. Bu nedenle, Hamit Koray’ın IX. Dönemde, meclise sunduğu kanun teklifi, yazılı soru önergeleri ve görev aldığı komisyonlarda görüşülen yasa tasarı ve taslakları ile bunların nasıl sonuçlandırıldığına ilişkin genel bilgi verilerek katkılarının ortaya konulmasına çalışılmıştır.

Abstract
In this study, an information will be given about the parliamentary activities of Hamit Koray, one of the IX Term Amasya Deputies, and his work in the commissions he took office in the Turkish National Grand Assembly. As it is known, general elections were held in Turkey on May 14, 1950, and as a result of the elections, the newly established Democrat Party (DP) came to power. The change in power was instrumental in the beginning of a new era in politics in Turkey. In the mentioned election, DP won all 4 deputies in Amasya. One of the deputies is Hamit Koray. Hamit Koray served as a deputy in the Parliament for 3 terms until May 27, 1960. The term IX. in which he served as his first term (1950-1954) was a period in which parliamentary work was quite intense due to the attention paid to making the new approach and understanding dominant in politics. In this period when new legal regulations were needed with the transition to the multi-party system, Deputy Hamit Koray was appointed to the commissions due to his knowledge, skills and professional experience in different fields. He took an active role in the Temporary, Mixed, Trade, Customs and Monopoly commissions, especially in the Finance commission. He made important contributions to the discussion of the issues coming to the commissions, taking decisions and enacting laws.
Due to the peculiarity of the period, it is noteworthy that the mentioned deputy took part in many different commissions and worked devotedly in the parliament. Therefore, it has been tried to reveal his contributions by giving general information about Hamit Koray's proposal to the parliament in the IX. Term, written questions, bills and drafts submitted to the commissions he took part in and how they were concluded.
