Abstract
Bu araştırmanın amacı Türkiye'deki ve Almanya'daki okullarda yaşanan güvenlik sorunlarının karşılaştırılması ve değerlendirilmesidir. Araştırmada nitel araştırma yöntemlerinden durum çalışması modeli kullanılmıştır. Araştırmanın çalışma grubunu Türkiye’den 13 kadın, 7 erkek olmak üzere 20 öğretmen, Almanya’dan 11 kadın, 7 erkek 18 öğretmen olmak üzere toplam katılımcı sayısı 38 kişiden oluşmaktadır. Araştırma verilerinin toplanması amacı ile 6 sorudan oluşan yarı yapılandırılmış görüşme formu oluşturulmuştur. Araştırmanın Almanya verileri Almanca diline hâkim öğretmenler tarafından tercüme edilmiş ve veriler analiz edilmiştir. Araştırma verilerinin analiz edilmesinde içerik analiz yöntemi kullanılmış olup ortaya çıkan katılımcı görüşleri sonucunda tema ve kodlar oluşturulmuştur. Araştırma sonuçları doğrultusunda Türkiye ve Almanya’daki okullarda benzer ve farklı güvenlik sorunlarına ulaşılmıştır. Okul ve okul çevresinde karşılaşılan benzer güvenlik sorunlarının okullarda güvenlik görevlilerinin bulunmaması, okul ve sınıf içindeki eşyaların güvenlikli olarak bulunmaması, yabancı insanların okula girmesi hırsızlık yapması ve tehlike oluşturması, şiddet olaylarının yaşanması, okulun çevresinde tehlikeli insanların bulunması ve okul çevresinde trafik yoğunluklarının yaşanması, trafik, işaret ve levhalarının yeterli düzeyde bulunmaması gibi güvenlik sorunlarına ulaşılmıştır. Türkiye ve Almanya’daki okullarda alınan benzer güvenlik önlemlerinin okul güvenliğine ilişkin bilgilendirme yapılması, güvenlik görevlisi-nöbetçi öğretmen uygulamasının yapılması, kamera sisteminin kullanılması, yabancı insanların giriş çıkışına dikkat edilmesi gibi önlemlerin alındığı sonucuna ulaşılmıştır. Ailelerin okul güvenliğine ilişkin ortak anlayış oluşturma ve öğrencileri okuldan teslim alma gibi katkılarının benzer olduğu sonucuna ulaşılmıştır. Türkiye ve Almanya’daki öğretmenlerin okul güvenliğine ilişkin benzer önerilerinin kaldırım sorunlarının giderilmesi, trafik yoğunluğu azaltılması gibi öneriler olduğu sonucuna ulaşılmıştır. Araştırma sonuçlarından hareketle okul güvenliğine katkı konusunda ailelerin daha fazla işin içine sokulması, şiddet ile ilgili konularda öğrencilere seminerler verilmesi, öğretmen-veli ve öğrencilere okul güvenliği konusunda bilgilendirici çalışmaların yapılmasının okul güvenliğine katkı sunacağı düşünülmektedir.

Abstract
The purpose of this research is to compare and evaluate the security problems in schools in Turkey and Germany. The case study model, one of the qualitative research methods, was used in the research. The study group of the research consists of 20 teachers, 13 women and 7 men from Turkey, and 18 teachers from Germany, 11 women and 7 men, with a total number of 38 participants. In order to collect the research data, a semi-structured interview form consisting of 6 questions was created. The German data of the research were translated by the teachers who have a good command of the German language and the data were analyzed. Content analysis method was used in the analysis of the research data, and themes and codes were created as a result of the participant opinions. In line with the results of the research, similar and different security problems have been reached in schools in Turkey and Germany. Similar security problems encountered in school and around the school are the absence of security guards in schools, the absence of security in the school and the belongings in the classroom, theft by foreign people and their danger, the occurrence of violent incidents, the presence of dangerous people around the school and the traffic density around the school, traffic Security problems such as the lack of sufficient level of signs and plates have been reached. It was concluded that similar security measures were taken in schools in Turkey and Germany, such as informing about school security, applying security guard-teacher on duty, using the camera system, paying attention to the entrance and exit of foreign people. It was concluded that the contributions of families such as creating a common understanding of school safety and picking up students from school were similar. It has been concluded that similar suggestions of teachers in Turkey and Germany regarding school safety are suggestions such as eliminating pavement problems and reducing traffic density. Based on the results of the research, it is thought that involving families more in contributing to school safety, giving seminars to students on issues related to violence, and conducting informative studies on school safety for teachers, parents and students will contribute to school safety.
