Abstract
Liderlik literatürde en çok tartışılan ve kullanılan konuların başında gelmektedir. Literatür incelendiğinde liderin tek bir tarifinin yapılamayacağı görülmektedir. Böylelikle karmaşık bir kavram olgusu içerisinde farklı tür ve özelliklerle adlandırılan liderlikler literatürü zenginleştirmiştir. Liderlik tarzına göre ortak özelliklerde anlaşılabilir bir durum olsa da her liderde bulunması gereken özellikler değişiklik gösterebilmektedir. İdeal olan durum her yöneticinin iyi bir lider olmasıdır.
Turgut Özal, 1980’li yıllarda döneme damgasını vuran en önemli siyasetçidir. Hem Başbakanlığı hem de Cumhurbaşkanlığı zamanında Türk siyasetine farklı bir bakış getirmiştir. Özal, Türk halkının bakış açısını değiştirmeye ve onlara sürekli yeni terimler tanıtmaya çalışmıştır. Turgut Özal dönemine siyasal liberalizm açısından bakıldığında Türkiye’nin bu dönemde önemli kurumlara üyelik için başvurular yaptığını, evrensel hukuka ve kurumlara uyum sağlamak için girişimlerde bulunduğunu görmekteyiz. Askeri darbeden sonra iktidara gelen Turgut Özal’ın öncelikli hedefi ekonomik sorunların çözümü olmuştur. Siyaset ve sosyal alanı bir bakıma daha sonraki yıllara bırakmıştır. Turgut Özal’a göre sadece ekonomi alanında kalkınmış bir ülke, demokratikleşme anlamında da gelişim sağlama yönünde olacaktır. Ekonomik gelişmeyi, siyasal gelişmenin bir ön koşulu olarak değerlendirmektedir. Bu yüzden Özal, iktidarının ilk yıllarında daha fazla ekonomi alanındaki liberalizmi savunmuştur.
Bu çalışmada Türkiye Cumhuriyetinin en üst yöneticilerinden biri olan sekizinci Cumhurbaşkanı Turgut Özal’ın liderlik özellikleri vurgulanmış ve literatürdeki liderlik türü ile eşleştirilmeye çalışılmıştır.

Abstract
Leadership is one of the most discussed and utilized topics in the literature. When the literature is examined, it can be seen that a single definition of a leader cannot be made. Thus, leadership, which is named with different types and characteristics within the complex concept, has enriched the literature. Although there are common characteristics according to leadership style, the characteristics that every leader should have can vary. The ideal situation is for every manager to be a good leader.
Turgut Özal is the most important politician who left his mark on the period in the 1980s. He brought a different perspective to Turkish politics both during his prime ministerial and presidential terms. Özal tried to change the perspective of the Turkish people and constantly introduced them to new terms. When we look at the Özal period from the perspective of political liberalism, we see that Turkey made applications for membership to important institutions during this period and made efforts to comply with universal law and institutions. The primary goal of Turgut Özal, who came to power after the military coup, was the solution of economic problems. He left politics and social issues to later years. According to Turgut Özal, a country that has developed economically will also make progress in terms of democratization. He considers economic development as a prerequisite for political development. That's why Özal defended more liberalization in the economic field in the early years of his tenure.
In this study, the leadership characteristics of the eighth President Turgut Özal, one of the highest administrators of the Republic of Turkey, were emphasized and tried to be matched with the leadership type in the literature.
