Abstract
Teknolojideki ilerlemeler, seyahatlerin artması ve değişen dünya düzeni terörizmi, yaşanılan dünyanın en önemli ve ciddi uluslararası sorunlarından biri haline getirmiştir. Terörizm, ulusal ve uluslararası gündemde hep önde olan, oldukça karmaşık ve sürekli değişen bir olgudur. Bu çalışmada, turizm sektörü ve turizmin gelişmesi önündeki engel olarak terörizm kavramı incelenmektedir. Terörizm ve turizm sektörü ilişkisi ile ilgili literatür taranarak terörizmin turizm sektörü üzerindeki etkileri, terörizmin destinasyon imajı üzerindeki etkileri, özelde Güneydoğu Anadolu Bölgesi’nde terörizm ve terörizmle mücadele yolları gibi farklı açılardan ortaya konulmaktadır. 2009-2014 yılları arasındaki verilere göre, terörizmin Güneydoğu Anadolu Bölgesi’nde faaliyet gösteren turizm işletme belge¬li ve belediye belgeli tesislerde konaklayan turist sayısına etkisi incelenmiştir. Ayrıca 2015 ve 2020 yılı tahminleri yapılarak terörizmin 2015 yılı verilerini nasıl etkilediği ortaya konulmuştur. TÜİK (Türkiye İstatistik Kurumu) ve Kültür ve Turizm Bakanlığı’ndan elde edilen veriler, sayısal öngörü yöntemlerinden trend analizi ile ele incelenmiştir. 2009 yılından 2013 yılına kadar turizmde turistlerin geliş sayısının arttığı ancak beklenen sayıya ulaşılamadığı sonucuna ulaşılmıştır. 2013 yılı verileri incelendiğinde ise beklenenin üzerinde turist sayısına ulaşılmıştır. Bu artışın “Çözüm Süreci”nde ateşkesin başlamasıyla Güneydoğu Anadolu Bölgesinin yerli turistleri daha fazla çektiği görülmektedir. 2014 yılında ise tahmin edilen sayıya ulaşılamadığı; 2015 yılında 2.273.357 turist gelişi gerçekleşeceği varsayılmaktadır. Ancak 2015 yılının ortasından itibaren çözüm sürecinin bitme eşiğine gelmesiyle 2015’ten itibaren beklenen sayıya ulaşılamayacağı söylenebilir. Sonuç olarak, terörizmin Güneydoğu Anadolu Bölgesi’nde, yatırımlar, tarım sektörü, turizm sektörü ve sosyal yapı üzerine olumsuz etkiler yarattığı tespit edilmiştir.
