The form of state intervention, actors and plans involved in process changed. In case with by 2000s instead of “regional development” the concept of “regional competitiveness” has been come into use. In this study, it is aimed to evaluate the conceptional differentiation with regard to capitalist socail operation/existence and in this context explain the transformation of plans and programmes performed in 2000s in Turkey. At first, the need of the differences between regions for the continuation of capital accumulation were mooted. It was explained the reasons of why had been passed from regional development to the target of the increase regional competitiveness. The position of the state and functions were discussed in this process. And the effects of internationalization of capital’s process were determined.
