Abstract

The subject of this study is governmental systems wich are applied in democratic governance tradition. The democratic governance, known as the most rightful approach produced by human being, is intensely emphasized in academic studies. This standpoint to democracy makes it mainstay of legitimacy constituent. Due to being accepted the most legitimate regime, other government types except democracy are directly regarded as anti-democratic or deprived of legitimacy in the sense of political conjuncture of modern period. Indeed, other government types except democracy lie beyond the scope of this study and anti-democratic governmental practises in several countries are not within the scope of the study. Democracy, which prioritizes the people having a voice on governmental process and views as better the preference and will of people about determining the administrative staff, while remaining conserved this governmental approach, includes different systems in terms of relations between legislative, executive and judiciary. Differences in democratic govenrmental systems bring out different governmental types such as presidental system, semi-presidental system and parliamentary system. In this study properties and differences of presidental, parliementary and semi-presidental systems are discussed and reasons for new presidental system of Turkey are explained. The limits of the study prevent to analyse the technical properties of new system.
