Abstract

Tanzimat constitutes the beginning of the process of westernization to the ottoman state. This is the process of westernization are intended to rescue the collapse of the state and requires radical changes in the ottoman public administration. The most important of these changes is restrengthening of the authority of the central administration with the establishment of new ministries. Also some new administrative units have been established following the example of French administrative system in the field of local governments. However these units have been largely due to the central administration fulfilling local public services. The process of starting the Tanzimat reforms is supported by the efforts of democratization periods of the first and second constitutional monarchy. Constitutional monarchy in the Ottoman Empire has put a more democratic structure. The most important in this structure is that central bureaucracy has been increasingly powerful. In general central bureaucracy includes both traditional and modern elements. Bureaucracy has a leading role reforming and constitutionalism movements. However, the bureaucratic reforms haven’t been successful. The main reason for this is that the reforms are only for improving the institutional structure and legislation. Also, reforms aren’t strongly supported by the sultans and haven’t seen widespread acceptance by the public. . For these reasons they could not create significant effect on administrative thought and culture.
