Abstract

Free zones provide many benefits to regions where they are established in order to promote investment and production directed at exports, to accelerate foreign direct investment and technology entry, to direct business to exports and to promote international trade. Foreign trade, which developed in the 1980s in our country, also brought some problems to the agenda at the same time. Hence, on 6.6.1985, the "Free Zone Law" No. 3218 was adopted. Nowadays, convergence of economies, the transfer of manufacturing and marketing to international levels is a clear guarantee that free zones will provide very important values to the regions where they are established. The most economically important contributions of this activity are; foreign trade volume, foreign capital entry and employment increase. Turkey, the volume of trade with the countries bordering the Black Sea, has given importance to increase and improve the way economic policies. Russia has become our most important trade partner, also have significantly trade with Georgia, Bulgaria, Ukraine and Romania. Three of established free zones in Turkey are available in the Black Sea Which serve in Samsun, Trabzon and Rize. But this number is not enough to further strengthen the regional economy. City of Artvin Hopa region with logistics potential in both international trade and logistics services it provides to both provide valuable contributions to Turkey's domestic market. At the beginning of these contributions is Hopa Port, which is the most important facility. The aim of this study is seen as an important port of Hopa in Turkey is to analyze the potential of being free zone and logistics center and examine the current situation.
